PURCHASING DIRECTOR

DISTINGUISHING FEATURES OF THE CLASS:   This position involves responsibility for planning, initiating, recommending and administering purchasing policies, projects and activities and negotiating purchasing contracts and issues. Responsible for the preparation of specifications for bids and Request for Proposals, advertising for bids, notifications of bid awards and preparation of purchase orders. Purchases are made to meet the needs of the County Department at the best cost to the taxpayers of Lewis County. The duties of this position are performed under the administrative supervision of the County Manager with leeway provided for the use of independent professional judgement. The incumbent does related work as required.

TYPICAL WORK ACTIVITIES:

  • Prepares and enters specifications for goods, services and commodities to be purchased and may consult with appropriate department heads and other subject matter experts for technical information about goods, services, or commodities;
  • Prepares Request for Proposals (RFP) and works with Department Head and County Attorney for technical information and legal requirements;
  • Sends out legal notices for bids, directs distribution of bids and reviews bid results;
  • Obtains and analyzes formal bids, making recommendations to the appropriate parties;
  • Attends Committee and Board meetings to discuss bids and recommendations;
  • Meets with Department Heads to determine purchasing needs and consult with Department Head in preparation of purchasing specifications;
  • Develops cooperative purchasing agreements with other municipalities and public and private non-profit agencies;
  • Assumes compliance with County policy regarding purchasing for MWBE vendors;
  • Research State Contracts and other sources to determine best acquisition options;
  • Oversees the County asset inventory management system, including the conduct, transfer, trade-in and sale of surplus equipment;
  • Maintains relations and contract compliance with vendors and contractors;
  • Confers with Department Heads concerning their purchasing needs;
  • Maintains vendor lists, price lists and other reports associated with purchasing;
  • Performs related work as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Good knowledge of modern methods used in purchasing principals and practices and procedures; good knowledge of the preparation of purchase and RFP specifications; good knowledge of modern principles and practices of governmental purchasing using state contracts, catalogs, price lists, and literature; good knowledge of grant process; ability to research Municipal Law and incorporate law into County procurement policy; ability to prepare, negotiate and execute contracts; ability to establish and maintain good working relationships with department heads and others; ability to understand and follow oral and written directions; ability to operate a computer with Microsoft 365 and other software; high degree of accuracy.

MINIMUM QUALIFICATIONS:       Either:

  1. Graduation from a regionally accredited or New York State registered four-year college or university with a bachelor’s degree or higher in either accounting, business, or public administration, economics, or related field; or
  2. Graduation from a regionally accredited or New York State registered two-year college with an associate’s degree in either accounting, business, public administration, economics, or related field and two years of experience in purchasing; or
  3. Graduation from high school and five years of experience in purchasing
